Message of President Khatami to CPE Awards Ceremony

The Seventh Round of Dr. Taghi Ebtekar Environmental Awards were held by the Center for Peace and Environment in Tehran, on March 7, 2012.  Three awards were granted to researchers and journalists in the field of environment and natural resources while the Board of Referees granted three plaques of honor to NGOs and activists in this field as well.  Seyyed Mohammad Khatami  the former President of the Islamic Republic of Iran delivered a message to this ceremony , the text of which is as follows:

In the Name of Allah

Life is a great and unique blessing bestowed upon humans who are the sublime making of God and the hallmark of God’s creation.  God has summoned humans thus uplifting them from the individual level to an elevated personality and dignity and this call has been the summon of” life”. As the Holy Quran says:” O those who have believed, when God and the Prophet invite you to that which gives you life, then accept their invitation.”(Anfal 24)  It is clear that life in this context occupies a greater  and higher expanse than  only this worldly life. Even though life in this world is also very precious and the life of each person is as valuable as the life of all humanity. As the Holy Quran states “   the killing of a person for reasons other than legal retaliation or for stopping corruption in the land is as great a sin as murdering all of mankind.” (Maede 32).
 This exclusive and matchless blessing of life is constantly threatened and its protection based on mores and reason  is a   prescribed  and universal responsibility . In our age the terms “ecosystem and environment”  have found a unique place in terms of the attention humans  pay and the worth that they attach to life and the threats that are  exclusive to our times.
Hunger , disease , war, discrimination and deprivation are the afflictions of a large part of the human society and the anxiety has ensued  in part, as a result of ignorance- which has diminished throughout history and thus its dire consequences. Also  in part,  these afflictions are due to the oppression ruling upon human societies  while  humans though out history have fought oppression and despite the setbacks  they have faced,  they have never relinquished the quest and effort for attaining freedom and justice for all.
Today hunger and disease and unsuccessful efforts to meet the essential needs of societies has afflicted many societies  also oppression, discrimination and deprivation of humans from their basic rights both in the internal scene of countries and in the international scene are the greatest enemies of humanity. The modern world is plagued by consumerism and the insatiable quest of the powers, who are equipped with technology , power and pride. They have begun  a race for technology as the base for material development and growth among nations, but  this has led to new forms of pollution and environmental degradation and has taken the human race and earth to the verge of destruction.
The degradation of natural resources , pressures on our life spaces and even pollutants in the air which seems to be nature’s complimentary gift to humans , has taken us to a dangerous situation.
Fortunately,  we are facing an unprecedented consensus in today world on the importance of protection of the environment and the need for sustainability and healthy environments. Even though this theoretical consensus has not translated into action and has not deterred many of the past and current trends of environmental destruction .
In addition, it is necessary to note that if humans are more sublime than nature and human life is not limited to this material world,  then in addition to the concerns that we have for this world and this life, we also need to be concerned about the spiritual life of humans. Therefore, followers of divine religions  particularly Islam, in addition to the emphasis laid upon protection of the environment ,have also stressed upon the need to protect the spiritual life and environment as well.  Undoubtedly, the prevalence of deceit, accusations, and insecurity as well as the growing gaps between people and their governments and the increasing mistrust against governments and their incompetence in running the affairs of their societies , are all reasons for increasing social ailments and are currently polluting our social environments in the vast sense of the word.
Here we are gathered to commemorate a dear person whose most prominent feature was his concern for human life and efforts to improve and safeguard the environment and cure the damages inflicted upon it. He strived to improve both the material and spiritual environment of our age.  Dear Dr Taghi Ebtekar is no longer among us but his memories persist.  Here I  must take note of the capabilities and efforts of his only successor  Dr. Massoumeh Ebtekar, who both during her productive tenure  at the Department of the Environment and after that has endeavored with passion and knowledge to find ways for the betterment of life for people and has rightfully attained the title of : Champion of the Earth” from the international community.

Peace Related Issues

On the 21st of September 1998, which is the International Day of Peace, President Seyyed Mohammad Khatami proposed the initiative of Dialogue among Civilizations to the United Nations General Assembly session in New York. In 2001 , the year named on that occasion,  the Twin Towers of New York were destroyed in a terrorist attack that prompted a pre-emptive attack by the neo-conservative government of George Bush first on Afghanistan then on Iraq. In that atmosphere peace lovers and freedom seekers in the world looked up to Khatami for his insight and forward looking initiative.  While the initiative was welcomed by many countries few did very little to change the conditions and prevent war and aggression. In the national scene many observers believed that Khatami's initiative should have translated into a national dialogue as well. This however did not materialize. It many be that even today a return to dialogue at the national level might be the ultimate solution to the current political stalemate in Iran.
Two other important events related to peace have hit the headlines this weak . Burhanedin Rabbani was one of the most influential political and religious figures of Afghanistan who led the National Peace Council . His assassination last week by radical Taliban factions is a serious blow to the peace process. No one will deny his instrumental role in promoting peace and understanding among political factions.
The historical speech of Mahmoud Abbas in the General Assembly and his bid for the creation of a Palestinian State was also an important milestone. Abbas took an important step for the Palestinian people and it is now upon the United Nations to respond appropriately.The Americans have lost their face as a peace maker, they have taken sides with the Zionist and public opinion in the world are well aware.
Excerpts from the 1998 speech of Khatami :
Now allow me to speak here as a man from the East,

the origin of brilliant civilizations and the birthplace of
divine prophets —Abraham, Moses, Jesus and Mohammed,
peace be upon them all. I come from the noble land of Iran,
representing a great and renowned nation famed for its
ancient civilization, as well as for its distinguished
contribution to the founding and expansion of the Islamic
civilization, a nation that has survived the strong winds of
despotism, reaction and submission, relying on its cultural
and human wealth. It is a nation which pioneered in the
East the establishment of civil society and constitutional
government in the course of its contemporary history, even
though, as a result of foreign interference and domestic
deficiencies, at times it may have faltered in its course; a
nation which has been at the forefront of the struggle for
independence and against colonialism, although its
national movement was subverted by a foreign orchestrated
coup. And it is a nation which carries the
torch of its popular revolution, not won by force of arms
or a coup, but by dethroning a regime of
coup d’état through the power of the enlightened word.

Ghadir and Khatami

A ceremony was held in the modest office of Seyed Mohammad Khatami (former President), on the occasion of Eide Ghadir last week. After months of pressures and limitations against Khatami, hundreds gathered to visit the Reformist leader. A valuable artistic work of calligraphy of the Holy Quran dating back to seven centuries ago was launched in the ceremony. The calligraphy belonged to Yaghout who had created several versions during his lifetime. Ahmad Masjed Jamei the former Guidance Minister and current Tehran City Councilor spoke concerning the occasion and the history of calligraphy and artistic designs. Khatami then spoke about Ghadir and the attitudes and policies of Ali Ibn Abitalib. Khatami stressed upon the point that the most respected and honored for Ali were those who disapproved or criticized  him. Ali, on the other hand, did  not approve of those who boasted about his personality and praised him unconditionally. During the years of his leadership in the ruling system, people were free to express their views and there were no repercussions for those who openly criticized or opposed the government of Ali (AS). Khatami was making a very clear allusion to the current circumstances in Iran. He was in reality, reminding those currently in power, of the astute and grand personality of Ali Ibn Abitalib, who tolerated his opponents and allowed them to speak out.

Ceremonies and Rifts

The local media,last week. were obsessed by the stream of accounts,analysis and condemnation flowing after the humiliating actions of a small group of hooligans, apparently preplanned ,to prevent Seyed Hassan Khomeini ( the grandson of Imam) from delivering his speech on the occasion of  the twenty first anniversary of the demise of Imam.  These hooligans freely jeered and sneered at Seyed Hassan under the guise of supporting the Supreme Leader in front of millions of viewers, national and international dignitaries present .

Extremist supporters of Ahmadinejad have been very angry at Seyed Hassan for his independent stance on recent events and for his taking part in the marriage ceremony of the son of Dr. Mohsen Mirdamadi, a reformist leader who has been detained and convicted his progressive thoughts and for leading the Islamic Participation Front.  A photo from that ceremony later emerged in which Seyed Hassan and his brother sat around a table with Mir Hossein Mousavi , Mehdi Karroubi , Seyed Mohammad Khatami , Seyed Mohammad Mousavi Khoeiniha and Seyed Mohammad Mousavi Bojnordi and other reformist diginitaries including many political prisoners who were out on bail.

Since the tragic events of last Friday many religious leaders and political personalities from various political tendencies have condemned those actions and asked judicial authorities to take action. No one has supported this decadent behavior, but some sympathizers of Ahmadinejad  have attempted to justify this action.
This is another sign, in the long string of events in recent years, that indicates a serious rift and distancing  with the original line and thought of Imam Khomeini, now led by a minority that wills to cling to power by any means possible.

Environmental Awards



The Center for Peace and Environment had it's annual awards ceremony in the name of the late Dr.Taghi Ebtekar, my father who passed away 9 years ago. The Center for Peace and Environment  (www.pengo.ir) has now convened this Award for five rounds, acknowledging each time, the efforts and achievements of scientists and scholars in the field of environmental research. At least six months ahead, the Center announces its conditions and invites qualified scholars to take part through ads in major newspapers. Once candidates send their credentials and the deadline is over, the Board of Referees begins the nomination process. In addition to the main prize, journalists in the field of the environment are also acknowledged for the difficult work they perform. This year two scientists,one specializing in biodiversity and the other in air pollution were selected. Three journalists and a newspaper Etellat were chosen for their role in reporting on environmental challenges and issues that the country faces.
Seyyed Mohammad Khatami , the former President of the Islamic Republic of Iran was our guest of honor. After presenting the prizes, he spoke on the importance of peace as the prerequisite for development and human advancement. "If we perceive human nature as inherently aggressive and in pursuit of war then peace becomes an entity that must be enforced and will face instability. On the other hand if we view human nature inherently peace seeking, then peace becomes a natural entity that can be safeguarded to promote stability ."  Khatami continued "We need to realize that Peace is the essential requirement of humanity both at national and international levels. At national levels intolerance and violence are on the rise and at the international levels war, occupation and aggression at the hands of powerful governments are widespread." We need to condemn the violent attitudes that intend to promote tensions and conflicts,  particularly when this attitude is presented under the guise of religion and sacred objectives, Khatami stressed.  Finally, he stressed, peace with nature and the environment is an integral aspect of peace and the global conditions we face in today's world are the result of an ongoing war against the ecosystem.
After the speech most of the guests wanted to take photographs with Khatami. It seems that after all the pressures, smearing campaigns and threats against him , his popularity has mysteriously risen!

Copenhagen Climate Negotiations and Iran



As the Vice President of the Islamic Republic, I headed the official delegation of Iran to the Kyoto negotiations in 1997. We were greeted by the Iranian Ambassador to Japan Manouchehr Mottakei ( the current Foreign Minster) and my late father Dr. Taghi Ebtekar, in the Narita International Airport .  Instead of a VIP limousine, which would also emit more greenhouse gases, we took the SHINKANSEN  or the high speed bullet train from Tokyo to Kyoto to attend the conference of the Parties to the United Nations Framework Convention on Climate Change or UNFCCC . (Thats three Cs to make sure. )

 My father( who had a long history of executive and scientific activities in the field of the environment and climate change) had chaired the experts delegation and briefed me on the status of the negotiations. He told me about a Chinese scientist, who led the Chinese delegation, telling the UN session that now since the West has advanced, in energy technologies and their populations are prosperous  in glamorous  cities at the expense of emitting an excess of greenhouse gases to the global atmosphere, they are pressing to curb the emissions of developing countries. Now, a poor Chinese farmer wants to plant cucumbers for his livelihood while he is told that restrictions prevent him from doing so; the Chinese scientist had told the conference. This very meaningful phrase gave me a profound insight into the nature of the negotiations  and debates that ensued and actually continue up to today .
I have been reviewing my memoirs of those days after reading several  news reports about a Danish Text floating around at the UN Copenhagen climate talks yesterday. These talks  are reported by certain news media, to be in disarray after developing countries reacted forcefully  to documents that show world leaders will be forced to deal with an agreement that hands more power to rich countries and sidelines the UN's role in all future climate change negotiations. Unequal limits on per capita carbon emissions for developed and developing countries in 2050 are included in the draft meaning that developing countries would have to undertake commitments to cut emissions.While committments made in Kyoto were boycotted by the US and most industrialized countries  never fulfilled their committments in the first place, developing countries are now coerced into accepting new quotas. The unity of developing countries which have forcefully resisted pressures from the rich countries, under the G77 will be shattered since, according to this draft least developed countries are the only ones that do not face any new commitments.
In 1997 during the Kyoto negotiations which led to the adoption of the Kyoto Protocol , as the Vice President of the Islamic Republic of Iran , I spoke about the importance of addressing the concerns of developing countries and listening to the voices of the downtrodden people of the South many of whom still face abject poverty and lack the basic necessities of a decent livelihood.  Al Gore,  who was also a Vice President then, spoke before me about the importance of combatting climate change and the role that America , he vowed would play to guide the world out of the devastating tragedy of climate change. A promise that was broken from the moment George Bush was sworn in as the President of the United States of America.

The Danes are now accused of lobbying a pro-west text without informing developing nations.
The Danish hosts now need to come clean about their intentions. The Danish foreign secretary, Per Stig Møller, stressed yesterday that it is crucial the poorer countries get economic support from the rich to make any climate deal work. But only  10 Billion dollars for developing countries is not going to heal the widening gap between the North and the South. It seems that a much stronger political and economic determination at the highest levels is necessary to change current trends and prevent a global catastrophe. I have seen political leaders talk very strongly and emphasize on what has to be done, but in practice very little happens.
On certain documents that indicate that certain data on the warming of the earth have been manipulated I think that Dr. Pauchuri the Head of the IPCC should respond with sufficient clarity on this matter. Further ambiquity and political games on this scandal will seriously damage the reputation of thousands of scholars who have truthfully served this cause up to now.
The final point I would like to make is about Iran. During the seventh and eighth governments, Presidency of Seyed Mohammad Khatami, we incorporated   many policies concerning energy efficiency and curbing GG emissions and abating air pollution. During the ninth government most of those policies were abandoned and regulatory and government institutions on the environment were weakened due to the irresponsible behavior of government officials. It became clear that no serious political will exists at the highest levels of the executive branch to protect Iranian or for that matter the global environment. I have no reason to believe that this government which has been seriously weakened by internal dispute and popular dissent after the Presidential elections this year, will act otherwise. What I do not understand are the intentions of Mr.Ahmadinejad  who apparently wishes to take part in the Copenhagen conference. My guess is that he participates presumably for a test of international legitimacy or media fanfare .

The Grapes of Shahrivar


Now four years after I left government office and returned to my academic work ( and of course the City Council), my memoirs as the first woman Vice-President in the Islamic Republic of Iran will be published tomorrow. I had much enthusiasm and energy to remember the details of the events of those 8 years and to bring them on paper. The editing and organization of the work took longer, and finally the book is out . A ceremony will be held in Baran Organization which is the NGO established by President Khatami to collect , assess and analyse the management experiences of his government. I will introduce the book to a group of reporters and guests and answer their questions. I am not sure whether issues concerning the elections will surface or not, we can wait and see. The book is entitled "The Grapes of Shahrivar".Shahrivar is the sixth month in the Persian calendar. Its in Farsi for now , but who knows, I might get bored one day and decide to write another memoir in English. Destiny has its twists and turns .

Potato Elections

When former President Khatami announced his candidacy a few months ago, provincial visits were an important part of his campaign . During these visits , the popular reception was exceptional not only in cities but in villages as well. Peculiar events were reported on the sidelines of these trips. In one village they visited they noticed people were shouting among the usual welcoming notes : "Death to potatoes !" Everyone was surprised and taken aback . What could this imply? The villagers later explained that the government was distributing free potatoes which were thought to be rejected from a major exports project.
At that time, no one thought that this would be a general policy of the government on the eve of Presidential elections. Today, this round of elections are coined by media as "Potato Elections". The government of President Ahmadinejad is distributing potatoes free of charge in cities and villages alike.There has been widespread reporting and criticism of the matter in the independent press. Mir Hossein Mousavi has announced that his campaign headquarters does not have access to public resources like the President to distribute alms and potatoes. He has also indicated that he does not believe in these maligned economic gestures which only aim to gain votes. The reality is that Iranians are now more educated and politically informed than ever before in Iran's history . Many see this policy of the government as a desperate attempt in the final days before the election to gain popularity. The people however feel that this is an insult to their dignity and their wisdom. Votes are based on informed decisions and awareness not on spending to buy them.

Interfaith Dialogue: Rhetoric or Practice?

Last week many global leaders joined an interfaith dialogue initiative led by King Abdullah the Saudi Monarch. The fact that leaders have acknowledged the imperative of dialogue as a remedy to current inflictions is in itself a positive development. The fact that erroneous Western policies towards the Muslim world have been criticized by Arab leaders who are renown for their Western alignment is also noteworthy. However the fact that such an initiative would be led by leaders who do not have a prominent role in the Islamic world and who have not followed such initiatives in their political careers is questionable. It takes the whole initiative to the level of empty rhetoric with no practical backing.
Today, in the absence of personalities such as President Khatami who put forward the policy of Dialogue Among Civilizations and led an initiative which was warmly welcomed by the global community and is still followed in academic and independent circles , it is natural that self proclaimed leaders would step forward and fill the gap. The outcome is however essentially different. Before being considered as a politician President Khatami is considered to be a thinker and scholar of political and religious science. He has enough theoretical backing for what he has proclaimed . He considers his progressive pro-democracy Islamic thought to be a natural outcome of the Islamic Revolution. For eight years, he displayed in practice, the example of a political leader with robust ethical principles who stands as a role model for Islamic leadership. President Khatami is still a popular figure, among young Iranians he is a beacon of hope for those who aspire to see the prosperity of Iran's Islamic Democracy.

Speaking to Young Iranian Students

At the heart of political resistance and struggle against despotism and imperialism , the Islamic Students Association (ISA) is a six to seven decade long student movement in Iran. I was invited to speak for an audience of 500 freshmen students newly enrolled and members of the ISA from Tehran University on Thursday. I had to address a very lively and youthful audience on the history and features of the student movement in Iran.

During the Shah's regime, alongside communist activists the ISA formed the major focal points of dissent and resistance. The culmination of their protests and strikes in the universities led to the victory of the Islamic Revolution. Many from the ISA were imprisoned and tortured by the dictatorial regime of the Shah.

After the Revolution, the ISA continued on an independent path to promote a progressive democratic and revolutionary interpretation of the Revolution and Islamic tenants. They faced many pressures from governments which did not approve of their critical and independent positions. The culmination of these pressures led to the 18 th of Tir event in which students faced both physical and psychological trauma.

I spoke about these developments and criticized the current government for some of its policies in curbing the freedom of speech in society and particularly in universities. I also spoke about the generational gap and the need to understand our history and culture and to deal with the globalizing world while preserving our identity and heritage.

The students were constantly responding to my political references to the criticisms of the current government and also to my references to the former President Khatami. They repeated their applause for the political views I was elaborating and seemed very excited about the possibility that Khatami would nominate himself for the upcoming elections.

I am not sure that everybody here in the political spheres of Iran would welcome the idea.
